Stephen (Steve) Mastor is the Founder, Chief Executive Officer, and Chief Investment Officer of Phoenix Capital Management. Steve has nearly four decades of experience in the multifamily investment business as a developer, investor, and private equity fund manager. He is responsible for driving the overall strategic vision of Phoenix and overseeing all aspects related to investment selection, firm strategy, and capital raising. Prior to founding Phoenix, Steve was the Founder and CEO of Madison Residential Group, a luxury apartment developer where he developed over $200 million of institutional quality multifamily real estate projects. Steve received an M.B.A. from Southern Methodist University’s Cox School of Business and a B.B.A. from Texas Tech University's Rawls College of Business.
Andrew Scott is President and Senior Managing Director of Acquisitions and Asset Management of the firm. Andrew has been with Phoenix since it was founded and manages all investment activities for the firm including deal sourcing, investment selection, due diligence, asset management, and dispositions. He is also a member of Phoenix’s investment committee. Prior to joining the Phoenix, Andrew was a partner at Madison Residential Group, a developer of institutional quality multifamily assets, where he was responsible for project development, proforma projects, project feasibility, and managing each asset through disposition. Andrew received an M.B.A in Finance and Real Estate, and a B.A. from the University of Texas at Austin’s McCombs School of Business.
Sara Vilutis is a Managing Director of Asset Management at the firm where she is responsible for overseeing Phoenix Capital's portfolio of investments and works with the firm’s operating partners to drive investment strategy, value creation and outperformance. She determines asset based growth strategies and recommendations by measuring and monitoring asset performance against a variety of benchmarks including: client objectives, pro-forma metrics, budget, and market comparables. She is also responsible for coordinating acquisition due diligence, building strategic financial models for valuations, hold/sell analyses, financing and disposition strategies as well as making investor and project cash flow distributions. Sara joined Phoenix in 2010 after graduating with honors from Texas Tech University with a BBA in Finance. Sara is a member of Commercial Real Estate Women Dallas (CREW Dallas) where she currently serves on the board of directors. She is also a member of Women in Asset Management (WAM).
Brendan Orient is a Managing Director of Acquisitions and has been with the firm since 2013. Brendan is responsible for identifying new investment opportunities and allocating capital on behalf of the firm’s investment strategies. Brendan has prior experience as a Senior Asset Manager at the firm where he was responsible for project due diligence and asset management, working with firm’s operating partners to drive value creation for fund investments. Prior to joining Phoenix, Brendan was a Project Coordinator and Analyst at The H. J. Heinz Company where he evaluated existing products for cost savings and led a cross functional team aimed towards improving savings, sales, process speed, data integrity and consistency. Brendan received a B.B.A., with honors, in Finance and a minor in Economics from West Virginia University’s John Chambers College of Business and Economics.
Andrew Brown is a Managing Director and Head of Investor Relations for the firm. Andrew joined Phoenix in 2023 and leads the firm’s capital raising team and investor communication with a focus on institutional clients. He is also a member of the firm’s investment committee. Prior to Phoenix, Andrew was a Partner at Twin Bay Partners where he co-led origination and marketing for real estate strategies. Prior to Twin Bay, he was a Managing Director at Eaton Partners where he raised institutional capital for a variety of private fund sponsors. In addition, he has held senior marketing roles at two hedge funds after beginning his career in New York City at Chase Manhattan Bank and Donaldson, Lufkin & Jenrette. Andrew received an M.B.A from the University of Michigan Business School and a B.A. from Lehigh University.
David Lyon is the Chief Financial Officer and Chief Compliance Officer for the firm. David oversees all aspects regarding fund accounting and administration as well as compliance related matters. Prior to joining Phoenix, David was a Director and Head of Accounting / FP&A for Hudson Advisors, a subsidiary of Lone Star Funds. Prior to Hudson, David held numerous management level positions in finance and accounting for some of the largest alternative investment managers in the United States. David began his career as an auditor with Ernst & Young in 2002. He received both his B.B.A. and M.B.A. from Texas Tech University’s Rawls College of Business, and his M.S. in Accountancy from the University of Notre Dame.
Phillip Sable is a Managing Director of Acquisitions and joined Phoenix in 2023. Phillip is responsible for developing and maintaining relationships with sponsors, identifying investment opportunities, and allocating capital on behalf of the firm’s investment strategies. Prior to joining Phoenix Capital, Phillip was a Managing Director and member of the executive committee at Trademark Property Company, a vertically integrated mixed-use developer and investor. While there, his responsibilities included directing capital markets activities, leading the firm’s operations teams, and overseeing strategic initiatives. Before joining Trademark, he served as Vice President, Finance for a family-owned, global manufacturer headquartered in North Texas, where he was responsible for developing investment strategies, managing capital allocation, and monitoring the performance of several corporate investment portfolios. In addition, he was involved in the operating company’s global accounting, corporate FP&A, and strategic initiatives. Phillip’s early career included time as an Investment Associate at Phoenix Capital Management and as an Analyst at ING Clarion Partners. Phillip earned his M.B.A. from University of North Carolina at Chapel Hill and B.B.A. from the University of Texas at Austin's McCombs School of Business.
Ryan Hunten is a Managing Director of Construction Management and has been with the firm since 2017. Ryan is an architect by training and works with Phoenix’s development partners to ensure a smooth and successful construction process. Ryan oversees all aspects of design review, due diligence, and monitors the project through construction completion. Prior to joining Phoenix, Ryan was the Studio Director at Humphreys& Partners Architects when he oversaw the design efforts for various institutional quality multifamily and mixed-use projects. Ryan received a B.E.D in Environmental Design from Texas A&M University’s College of Architecture.
Cooper Stuart is Managing Director of Investor Relations and has been with the firm since 2013. Cooper is responsible for all aspects related to raising capital and investor communication. He covers many of the firm’s large institutional and single family office clients. Before joining Phoenix, Cooper was a Managing Director of Rockwood Real Estate Advisors. Previously, he served as a Senior Manager in Ernst & Young’s Real Estate Advisory Practice. Before that, he co-founded InveQuest, a family owned and operated investment banking firm. Cooper received an M.B.A. from Southern Methodist University’s Cox School of Business and a B.A. from Hobart College in 1974.
Marilyn Davis is the Controller of the firm and has been with Phoenix since 1998. Marilyn is responsible for all internal accounting activities as well as communicating with Phoenix Capital's clients on all capital calls, distributions, quarterly reports, and other firm communications. Marilyn was one of the first employees at Phoenix Capital and has over 25 years experience in accounting and reporting.
Christina Papaila is the Assistant Controller and has been with the firm since 2013. In her role, she works with the Controller and other finance team members to manage fund capital calls, distributions, K1s, and quarterly reports. Prior to joining Phoenix, Christina interned at Sovereign Bank in the credit department. Christina received a B.B.A., with a minor in Corporate Communications, from Baylor University's Hankamer School of Business.
Stephanie Wallace is Director of Special Projects and a member of the Acquisitions team at Phoenix. Stephanie has been with Phoenix since 2015 and oversees various controls and processes for the Acquisitions and Asset Management teams. Prior to her current role, she held various positions on the Acquisitions and Finance & Accounting for the firm. Stephanie received her B.B.A in Finance and Entrepreneurship, from Baylor University's Hankamer School of Business where she was a Dean’s Scholar.
Dailey Markham is Director of Investor Relations and Acquisitions at the firm, and he has been with Phoenix since 2021. Dailey's primary responsibilities are capital raising and investor communication, covering Phoenix’s institutional clients. He is also a member of the Acquisitions team, focusing on business development and covering a select number of developer relationships. Dailey was previously an Associate on the Acquisitions team, handling underwriting, financial modeling, and project analysis. Before joining Phoenix, Dailey worked with one of the largest private banking teams in the Southwest at Merrill Lynch, managing over $4 billion in assets for a select number of family offices and small institutions. He received his B.A. from Baylor University’s College of Arts and Sciences.
Kaelyn Scoville is a Director and joined the firm in 2021. Kaelyn is responsible for working with the firm’s operating partners to drive value creation and outperformance of investments. Prior to joining the firm, Kaelyn was a Senior Associate with KPMG in Dallas. Her primary responsibility was auditing public and private alternative asset management firms, specifically in the real estate industry. Kaelyn received her master’s in Professional Accounting and a Bachelor of Business Administration from the University of Texas and is a licensed CPA in the state of Texas.
Ron Crowell is a Director of Construction Management and has been with the firm since its inception in 1996. Ron is responsible for project due diligence, design and engineering review, and monitoring the progress of all projects through construction completion. Ron has extensive experience as an engineer, construction manager, and real estate developer. Ron received a B.S. in Civil Engineering from Georgia Tech University. He is a Professional Engineer and a licensed Real Estate Broker in the state of Texas.
Steven Anderson is the Director of Accounting and Finance and joined the firm in 2021. Prior to joining the firm, Steven was an Accounting Manager for Ashford Inc. handling corporate and investment accounting for their hospitality products and services businesses. Prior to Ashford, Steven worked as an associate for Goldman Sachs in investment and real estate property accounting. Steven began his career in public accounting with Clifton Larson Allen in 2013. He received his B.B.A. in Accounting from Baylor University’s Hankamer School of Business and is a licensed CPA in the State of Texas.
Will Belton is an Associate on the Acquisitions team and has been with the firm since 2022. Will’s primary responsibilities include financial modeling and underwriting, proforma projections, and project due diligence for new investments. Prior to joining Phoenix, Will was a senior audit associate at KPMG within the Asset Management group. Will served as the In Charge on various public and private engagements and worked with the firm’s private equity clients, professional sports teams, and a public mortgage REIT. Will graduated from the Mays Business School at Texas A&M with a M.S. and B.B.A in Accounting, and he is a licensed CPA in the state of Texas.
Robin Tucker is the Executive Assistant and Office Manager for the management team at Phoenix Capital. Robin wears many hats, working across departments to ensure operational excellence. She has been with the firm since 2019 and brings over 20 years of executive support experience.
